Login v2: fr, pt, ja render in English, other locales work fine

Self-hosted, zitadel-login:v4.15.0 + zitadel:v4.15.0.
Selecting French, Portuguese or Japanese in the login language switcher shows English text on every screen. de, es, it, nl, pl, ru, tr, uk, zh, ar all work.
What I've checked:
NEXT_LOCALE=fr cookie is set correctly
RSC payload contains "locale":"fr" ā but the messages object next to it is English
fr.json in the login image has the right keys (password.verify.title = "Mot de passe")
No language restrictions set (GET /admin/v1/restrictions returns empty)
All 14 locales appear identically in the built bundle
Persists after container restart
Anyone experienced the same behaviour?
