[Bug] "Next" button enabled although password policy is not satisfied during initial password setup

Has anyone seen this issue?
During initial password setup after email verification, if I enter the same password in both fields but the password does not comply with the configured password policy, the "Next" button still becomes enabled.
After clicking "Next", I get the error:
"Code is invalid"
I would expect the button to stay disabled (or show a password policy validation error) until all password requirements are met.
Is this a known bug?
I am using self-hosted Zitadel version v4.13.1 (moved from v2.x.x, to v3.x.x and recently to v4.x.x).
