Can't set password for new user registered using passkeys

After registering a user using passkey, there seems to be no way to add a password to the user.
When trying to add a password in Settings -> Password and Security -> Password, the old password is part of the form, which doesn't exist yet. After submitting the form (with random inputs), an error toast pops out: "[failed_precondition] User has not set a password (COMMAND-3nJ4t)".
I'm currently self hosting using v4.16.1.
