ORG_USER_MANAGER permission and creating users

Can I give a user permissions to invite another user with similar set of permissions under the organization? ORG_USER_MANAGER permission does not allow creating another user with similar permissions, and I would prefer to avoid:
1. Using "break-the-glass" service accounts with global permissions
2. Giving users ORG_OWNER permission
