Form to complete registration shown after IDP sign-in when self-registration is disabled

When user does not have account and has not been invited, when using IDP login, they get redirected to "complete-registration" form, which they cannot submit due to error "register.errors.registerNotAllowed".
Expected behaviour: if user is not invited, they should get error immediately, and not be redirected to fill a form they cannot submit.
