Which API calls to use for user registration with passkey

In my Kotlin Multiplatform App I want to register the user with a username, e-mail address, phone number and with a passkey. For me it's unclear if I should first create the user with v2/users/new and then somehow create the passkey or use the v2/users/{user_id}/passkeys/registration_link? Is there a best practice? Thanks for any advice.
