How to configure recovery code

Hello,
I was trying to configure recovery code, I enable it on my instance settings level and in my organization.
When I'm connected with an user, I don't see any option to add the recovery codes. I try to setup a new OTP app and nothing saying about recovery code
Maybe I missed something on the documentation and I need to configure something more
