Bootstrap org/project/app for local development in docker

I would like to run Zitadel locally in docker with docker compose. I have that part working. Now I would like to bootstrap an organization, project, and a couple of applications that will be used by multiple developers working on these apps. I've seen some people suggest using the terraform provider for this, which would work, if only I knew how to set up the provider.

setupsetup so that it can then be used by a terraform docker container? I assume something similar to the login client PAT, with a shared volume between the zitadel-setup and the terraform containers...but how do I properly create the file during setup?
