User not found in the system

Self-Hosted Zitadel v4.10.1
I am trying to use the multi tenancy feature of Zitadel, but I cannot login at all with users from other organizations that is not the default one.
I have set up a project with an User Agent app in my default org, and I can authenticate users from the default org with PKCE flow using the hosted ui without any issues. When I try to login with users created in a different org I get a "User not found in the system" warning, both with the email and loginname, copy-pasted directly from Zitadel console.
Even if I grant the project to the other organization, and assing authorizations to the user it gives the same message. I tried even scoping the login request with the urn
iam:org:<id> (with the id of the second org) scope, but this just causes me to be unable to login with any user.
I have looked around in all the settings menu and tried changing various options, but nothing is working.
Am I missing a configuration step?
