Asking for 2fa when not a locally authenticated user

I have an Entra identity provider linked, which creates a new user. Upon initial user creation they are asked to register a 2FA but in settings I only have force MFA for local authenticated users only.
Why is it asking for 2fa set up if the user was created via an idp?
