Organization Grants without Manager Access

"it's currently not possible to grant project access to an organization that the console user is not an admin of" yes its not possible as you need to set the appropiate roles to that user before they can manage an org properties. The Lists is deifned here of which roles does what.
You can check the appropiate role and apply it and that'll solve this

ZITADEL treats project grants as a two-way relationship, not a one-way "push" of permissions.
It this helps, both orgs must explicitly authorize the grant:

Org A authorizes sharing its project.
Org B authorizes accepting the grant.

This ensures that Org B isn’t spammed with unwanted grants.

Grants are only created by users who can act on behalf of both organizations.
