SIt should be possible. Just create a new database/ schema, create a new user, grant privileges to that user, etc.
However, you might not want to share the same database and for security reasons of course not the same user / have share privileges.

SWhenever different applications (not instances of the same application but different applications) need access to the same database, that's a clear sign for a design failure.
Rhi @TBZ just like how @SaarPhil mentioned, it should be possible by creating new schema -> new user -> granting privilage to that user BUT you should also know that While this setup works for development, consider performance and isolation in production.
