Fyes, generally you can use any user with the right manager role for this.
FJust make sure you give the user a role on the instance level instead of an organization.
FYou can find this when you navigate to the default settings in the management console, in the top right corner.
FThe IAM_OWNER role for example, is the most powerful role. With that the user will be allowed to do anything
FA service user or a human user can be used for this, depending on your needs
FThis can be done with the opensource version
