SThere is no such thing as instance users, users always belong to an organization and then get memberships for example if they are IAM or organization owners.
SThe creation of users is dependent on the uniqueness of the username, if you have the username-suffix enabled in the settings of the organization, the username only has to be unique inside of the organization.
