FYes this is possible. So first to say, the user always exists withing one organization, but can have authorizations across different organizaitons.
Ffor you this would mean you need to decided which organization does manage the user and create the user in there. or you open up a third organization for subcontractors.
Fyou can then in the organization (where the user doesn't belong) search for an external user when adding a authorization.
