FHi - Of the top of my head it is not out of the box doable (a workaround would be to disallow users access their profile or we could create an Action that allows this to be checked)

Can you share a little on the case you are building/planning?
Is it a business to employee case where the employees only should be managed by an admin?

FOk I see, the classic problem that some RPs still use the username instead of the subject (id).
